Hasip Pektaş was born on March 20, 1953, in Ermenek, Karaman. He graduated from Akşehir Primary Teacher Training School in 1971 and from the Painting Department of Gazi Education Institute in 1974. Until 1982, he worked as an art teacher in teacher training schools and secondary education institutions. Between 1982 and 1987, he worked in the Graphic Arts Major of the Painting Department at the Faculty of Education, Ondokuz Mayıs University in Samsun. Between 1987 and 2007, he worked as a faculty member in the Department of Graphic Design at the Faculty of Fine Arts, Hacettepe University. He became an Associate Professor in 1995 and a Professor in 2001. He served as the Dean of the Faculty of Fine Arts at Hacettepe University between 2003 and 2006. From 2005 to 2007, he served as the Founding Director of the Hacettepe Art Museum. Between 2008 and 2017, he worked as a faculty member in the Department of Visual Communication Design at the Faculty of Fine Arts, Işık University. He is currently the Head of the Department of Visual Communication Design at the Faculty of Communication, İstinye University. He is the Founding President of the Istanbul Exlibris Association and the Director of the Istanbul Exlibris Museum.

He exerts intensive efforts for the recognition and dissemination of exlibris in Turkey. In 1996, he wrote a book on "Exlibris," which has now reached its 5th edition. His works have been accepted into the Exlibris Museums of Denmark, Belgium, China, and Italy. He has held thirty-three solo exhibitions and participated in various national and international juried and group exhibitions. He has given numerous seminars and conducted workshops on exlibris. Within the framework of the ERASMUS program, he gave lectures at the Royal Academy of Fine Arts Ghent in Belgium. He organized 6 International Exlibris Competitions in 2003, 2007, 2010, 2018, 2022, and 2025, an International Printmaking Biennial, the 33rd FISAE International Exlibris Congress, the National Student Exlibris Competition, and 2 National Exlibris Congresses.
